The builder searches the live auction house for the cheapest kit that hits every target— your class's base stats and each piece's guaranteed (implicit) stats count automatically, and the market search hunts pieces that roll the stats you're still short on. Live from DarkerDB — up to ~40 market queries per build, so unusual requests can take up to a minute.
